The Founders' Act
In order to reduce the time needed to reach a consensus on important matters during times of scarce population, The Founder’s Act gives absolute power to the two Chancellors during the Time of Foundation or the Time of Reforming.
The Founder’s Act defines:
• The Time of Foundation as the time in which the nation has not yet to reach the amount of ten citizens.
• The Time of Reforming as any time when the nation has dropped its population to five or less citizens.
